What is the existing contract?
StreetsLA has an existing franchise agreement with Martin Outdoor Media, Inc DBA InSite Street Media (ISSM), wherein the City grants ISSM the exclusive right to install and maintain bus benches in exchange for the right to operate and display commercial advertising on the City’s behalf. Through this arrangement, the City is able to realize the benefit and use of that furniture, their maintenance and operations, as well as a share of the revenues generated by the advertising.
What is the term of the current contract?
The City’s contract with ISSM was initiated on October 5, 2011, and was set to expire on December 31, 2021. The contract with ISSM provided the City with the option to extend the contract term an additional five years; in February 2020, the 5-year term extension option was exercised, which has extended the contract term through December 31, 2026.
How many pieces of furniture have been provided through this program?
Since its inception, the program installed, services, and operates6,000 Bus Benches and 2,100 litter receptacles.
Through the contract term extension, ISSM has committed to provide an additional 750 Bus Benches and 375 litter receptacles to the City’s total program inventory.
How often are these amenities serviced?
ISSM provides all maintenance for the program furniture including service visits to each piece of furniture at least twice a week to clean it, remove litter, abate graffiti, and clean sidewalk areas. ISSM also makes additional service visits to those sites deemed “maintenance hot spots”. In addition, ISSM operates a toll-free service request phone system and can respond to emergency requests within 24 hours or the next business day, 365 days a year.

What is the City’s cost for the existing contract?
The services furnished by ISSM are provided at no cost to the City. All program costs are paid for through revenues generated by the advertising component of the program.
